Federated Earth Observation Pilot

The Federated Earth Observation Missions (FedEO) Pilot will provide a broad international venue for operational prototyping and demonstration of Earth Observation (EO) requirements as defined by the European Space Agency (ESA) and by other OGC members. OGC seeks additional sponsorship for complimentary requirements. (ESA was the only FedEO sponsor.) The FedEO Pilot will apply and refine OGC specifications relevant to EO. OGC will release a formal Call for Participation (CFP) to encourage broad international participation. The CFP will be combined call for a Pilot of Pilots to include the FEDEO Pilot, the Tri-Lateral Pilot and the GEOSS Pilot.

An OGC Pilot is a collaborative effort that applies the OGC Standards Baseline and other relevant non-OGC standards to Sponsor interoperability scenarios. In a Pilot initiative, OpenGIS specifications can be stress tested and perfected based on real-world application and experience. Specification development in Pilots is focused on improving existing specifications rather than in creating new specifications. Results of a Pilot initiative migrate to the persistent infrastructure provided by OGC Network.

The FedEO Pilot will test and validate OGC specifications in a business context, and will provide feedback to the OGC process regarding their ability to improve access to and application of earth observation data and services. The FEDEO Pilot will focus on refining the following Implementation Specifications and other OGC documents:

  • Catalog Service for the Web (CSW) for EO Collection and Service Discovery
  • Standard template user guide for an CSW ebRIM extension package
  • Web Map Services - Application Profile for EO Products
  • Sensor Planning Service for EO Sensors
  • GML 3.1.1 Application schema for Earth Observation products
  • Improvements to Ordering Services for Earth Observation Products

Several of these documents have been developed within ESA's Heterogeneous Mission Accessibility (HMA) project. HMA was started in the framework of the Global Monitoring for Environment and Security (GMES) Preparatory activities. The purpose of the HMA effort was to define the interoperability requirements across the ground segments of the European and Canadian missions which will contribute to the GMES initial phase. Consistent with HMA, the FedEO Pilot results will contribute to the Global Earth Observing System of Systems (GEOSS). Furthermore, the interoperability framework of the FedEO Pilot will allow harmonised access to the national and Eumetsat missions.
