This project is completed and the final report has been published by IPIECA.   The resport has also been approved as an OGC Best Practice.

This report provides recommended practice for GIS/mapping in support of oil spill response and for the use of GIS technology and geospatial information in forming a “Common Operating Picture” to support management of the response.

This standard specifies an XML implementation for the OGC and ISO Observations and Measurements (O&M) conceptual model (OGC Observations and Measurements v2.0 also published as ISO/DIS 19156), including a schema for Sampling Features. This encoding is an essential dependency for the OGC Sensor Observation Service (SOS) Interface Standard.
