Military Pilot Project Testbed, Phase 1

OGC’s Military Pilot Project, Phase 1, sponsored by the US Army Engineering and Development Center (ERDC), was a collaborative effort that contributed to the operational validation of interoperable commercial geoprocessing products for the defense and intelligence domain. MPP-1 addressed the problem that no single vendor’s commercial products meet all the diverse requirements of defense geoprocessing, and the diverse products from different vendors that might meet these requirements don’t, without OGC's standards, interoperate.

In MPP-1, users who were engaged in a simulated defense and intelligence operations scenario accessed online Geospatial Intelligence sources via restricted access intranets and the Internet. Progress was made in expanding OpenGIS Specifications to accommodate "Web features" (vector data), 3d photo-realistic terrain views, intelligence annotations, and military symbology in web-based environments, using many diverse kinds of data. The emphasis was on expanding users’ powers of visualization, discovery, and value-adding by expanding their network of web-based interoperable geoprocessing resources. Some key Sensor Web Enablement technologies were initially developed in MPP-1, and SensorML, which was brought into OGC to be completed in a consensus process, was significantly matured. Thus, MPP-1 provided a window on the future, highlighting new tools for a collaborating community of topographic and intelligence specialists distributed across the battle space and even on different continents.

MPP-1 was extended as MPP-1.1 to allow for additional specification and component development, integration activities and an additional demonstration, which took place in February, 2002.
